The Directorate of Higher Education (DHE), Assam has issued guidelines for the Mukhya Mantrir Nijut Moina Aasoni (MMNMA) and Mukhya Mantrir Nijut Babu Aasoni (MMNBA). The 2026–27 online application process runs through the Assam State Higher Education Student SAMARTH Portal. The online application process starts on 14 August 2026 through the SAMARTH Student Portal. Eligible students should complete the e-application within the notified window.

Students should not wait until the last date. Keep your Aadhaar number, Aadhaar-linked mobile number, and Aadhaar-seeded bank account details ready before starting the SAMARTH e-application.

Overview

The Directorate of Higher Education, Assam has released two important Office Memorandums under the Higher Education Department. The first covers guidelines for the Mukhya Mantrir Nijut Moina Aasoni (MMNMA), which provides monthly financial assistance to girl students studying in Higher Secondary, Undergraduate, Postgraduate, Polytechnic and Self-Financed/Professional courses. The second covers the Mukhya Mantrir Nijut Babu Aasoni (MMNBA), a new gender-balancing scheme that provides monthly financial assistance to male students from economically weaker families studying in UG 1st & 2nd year and PG 1st & 2nd year in Government and Provincialised institutions.

Both schemes aim to reduce dropouts, increase the Gross Enrolment Ratio (GER) in higher education, and support students financially through Direct Benefit Transfer (DBT). Key Points of the Notification

• Two separate guidelines have been issued — one for girl students (Nijut Moina) and one for male students from economically weaker families (Nijut Babu).
• Nijut Moina covers H.S., UG, PG, Polytechnic, Self-Financed and Professional courses in Government and approved Venture Institutions, including Central Universities.
• Nijut Babu Aasoni is applicable only to UG 1st & 2nd year and PG 1st & 2nd year male students in Government/Provincialised institutions, admitted under the Fee Waiver Scheme with family income below Rs. 4 lakh per annum.
• The application is submitted online through the SAMARTH Student Portal and is authenticated using Aadhaar OTP verification via UIDAI/DITEC before final submission.
• Payment will be made only through DBT to an Aadhaar-seeded bank account using the Aadhaar-Based Payment System (ABPS).
• No incentive will be paid during summer vacation, June, July, or any month the Government decides to exclude.
• Students must maintain discipline and at least 70% attendance to continue as existing beneficiaries.
• From Academic Year 2027-28, HS/UG/PG girl students can avail either the Fee Waiver Scheme or Nijut Moina Aasoni — not both.

Nijut Moina vs Nijut Babu Aasoni: Monthly Assistance Amount

Note: No incentive is paid during summer vacation or during June/July.

Eligibility: Nijut Moina Aasoni (Girls)

• Open to all eligible girl students domiciled in Assam, irrespective of economic status.
• Enrolled in H.S., UG (B.A./B.Sc./B.Com./ITEP), PG (M.A./M.Sc./M.Com./B.Ed.), Self-Financed, Professional or Polytechnic courses in Government or approved Venture Institutions, including Central Universities.
• Private educational institutions are excluded from the scheme.
• Married girls are not eligible, except those enrolled in P.G. and B.Ed. programmes.
• In-service girls admitted to B.Ed. on deputation are not eligible.
• Daughters of Ministers, MPs and MLAs cannot avail this scheme.
• PG students availing the CM’s Jibon Prerana Scheme are not eligible.
• Girls who received a scooter under the Dr. Banikanta Kakati Merit Award (Pragyan Bharati Scheme) are not eligible, unless they opt out of the scooter (not applicable to PG students).
• Students who did not enrol for the final examination of the previous academic year, or have less than 70% attendance in the previous academic year, are not eligible.
• From AY 2027-28, H.S./UG/PG girl students can avail only the Fee Waiver Scheme or Nijut Moina Aasoni, not both.

Eligibility: Nijut Babu Aasoni (Boys)

• Applicable only to male students domiciled in Assam, enrolled as regular students in UG 1st & 2nd year or PG 1st & 2nd year.
• Must be studying in a Government or Provincialised Higher Educational Institution of Assam.
• Family annual income must be below Rs. 4 lakh, and the student must be admitted under the Fee Waiver Scheme of the Government of Assam.
• Married UG male students are not eligible for the scheme.
• UG male students who have opted for the Dr. Banikanta Kakati Merit Award (Scooter) are not eligible.
• PG students availing the CM’s Jibon Prerana Scheme are not eligible.
• UG 3rd & 4th year students are not eligible — only UG 1st & 2nd year qualify.
• Self-financed and professional programme students are not eligible under Nijut Babu Aasoni.
• Students who did not enrol for the final examination of the previous academic year, or have less than 70% attendance in the previous academic year, are not eligible.
• A valid income certificate from the competent authority, or ration card of parents, is required for verification and upload.

Documents Required

• Aadhaar Card and Aadhaar-linked mobile number (mandatory for OTP-based verification during submission)
• Aadhaar-seeded/linked bank account details — bank name, branch, IFSC code and account number
• Scanned copy of cancelled cheque or bank passbook (JPG, PNG or PDF, max 2MB)
• PAN details, if available
• Signed Consent & Declaration (accepted online at the time of submission)
• Details of last examination passed — institution name, year, and roll number
• Voter ID of the applicant, where applicable
• For Nijut Babu Aasoni only: Income certificate from competent authority or family ration card (proof of income below Rs. 4 lakh)
• Proof of Assam domicile

Important: The student’s name as recorded in SAMARTH, in Aadhaar, and in the Aadhaar-seeded bank account must match exactly. Any mismatch should be corrected before submitting the form.

How to Apply: Step-by-Step Guide on the SAMARTH Portal

Based on the official student guide compiled by DHE Assam & SAMARTH e-Gov, here is the exact process to apply for MMNMA/MMNBA on the Assam State Higher Education Student Portal:

1. Log in to SAMARTH: Go to assamshesp.samarth.edu.in and enter your SAMARTH Enrolment Number, Password and Captcha, then click Login. This only works if you are already registered on the portal.
2. First-time users — Register: If login shows “Incorrect username or password,” click Register as a new user. Enter your SAMARTH Enrolment Number and Captcha, then click Register.
3. Verify OTP: An OTP is sent to your email registered during SAMARTH admission. Enter the OTP and click Submit. (If you cannot access this email, contact your College/University to update it — institutions can change the registered email and phone number.)
4. Set a new password: Once the OTP is validated, enter and confirm a new password, then click Reset Password.
5. Log in again: Use your SAMARTH Enrolment Number, new Password and Captcha to log in.
6. Go to Scholarship: On the dashboard, click Scholarship from the Student Services menu.
7. Click Apply: In the Scholarship Opportunities list, find NIJUT MOINA/NIJUT BABU 2026 and click Apply.
8. Enter Bank Details: Fill in your Bank Name, Branch Name, IFSC Code, Account Holder Name (as per Aadhaar), and Account Number of your Aadhaar-seeded/linked bank account. Add PAN details, or tick “I don’t have a PAN” if not applicable.
9. Fill Scholarship Application Details: Enter Degree, Programme Nature, Assam residency status, marital status, religion, residence area type, district, block, police station, LAC, last examination details, and other requested fields carefully as per the guidelines.
10. Upload documents: Upload a scanned cancelled cheque or passbook and any other required document (JPG/PNG/PDF, max 2MB).
11. Accept the Declarations: Tick all declaration checkboxes (accuracy of details, Aadhaar seeding confirmation, consent for Aadhaar authentication, and consent for data use), then click Save & Next.
12. Verify your details: Carefully review the Verify Details window. Click Back to correct any entry, or click Submit once everything is accurate.
13. Aadhaar authentication: Submitting redirects you to the UIDAI/DITEC Aadhaar Authentication page. Enter your Aadhaar number and click Send OTP.
14. Verify OTP & continue: Enter the OTP sent to your Aadhaar-linked mobile number and click Verify & Continue.
15. Application submission: On successful Aadhaar verification, the application is saved and submitted, and a confirmation email is sent to your registered email ID. If Aadhaar verification fails, a “Submission Failed” message is shown and you will need to retry.

⚠️ Facing Password Reset Issues on SAMARTH? Here’s the Fix

Many students are reporting that they are unable to reset their SAMARTH password or complete registration successfully. In most cases, this is not a technical fault with the portal — it happens because the programme name printed on the college admit card or ID card does not exactly match the programme name recorded against the student in the SAMARTH database. Colleges sometimes upload short forms, old programme titles, or slightly different course names during admission, which causes a mismatch when the student tries to register, reset the password, or select the programme on SAMARTH.

Important: Students should not keep repeatedly trying the “Forgot Password” option on their own if it keeps failing, and should not attempt to guess or self-correct the programme name. This detail exists on the institution side of SAMARTH, and only the college can view and update it correctly.

Correct way to resolve this:

1. Note down exactly where the process is failing (Registration, OTP, or Reset Password step) and take a screenshot of the error, if possible.
2. Go through the proper college channel — your class professor, class teacher, Head of Department, or the college’s SAMARTH/Scholarship nodal officer — rather than trying to fix it yourself.
3. Ask them to check the exact official programme name and code registered against your enrolment number in the SAMARTH institutional dashboard, and compare it with what is on your admit card.
4. If a mismatch is found, request the college’s SAMARTH admin/nodal officer to correct the programme name on the institution’s end. Students cannot edit this themselves from the student login.
5. Also ask the college to confirm that your registered email ID and mobile number in SAMARTH are correct and accessible, since the OTP for password reset is sent there.
6. Once the college confirms the correction, retry the Register / Forgot Password process on the SAMARTH student portal.
7. Keep your enrolment number, admit card, and Aadhaar details ready when you approach the college, so the discrepancy can be checked and corrected in one visit.

Going through the college/SAMARTH nodal officer is the only reliable way to fix a programme-name mismatch — it cannot be resolved from a cyber café or by repeated self-attempts at password reset.

Aadhaar Seeding of Bank Account (If Not Already Done)

DBT payment will not be initiated unless your bank account is Aadhaar-seeded. If seeding is not already done, it can be completed online through NPCI:

1. Go to npci.org.in > Customer > Bharat Aadhaar Seeding Enabler (BASE).
2. Enter your Aadhaar number, select Seeding under “Request for Seeding,” choose your bank from the dropdown, select Fresh Seeding, enter and confirm your account number, tick the declaration, enter the captcha, and click Submit.
3. Enter the OTP received on your Aadhaar-linked mobile number and click Confirm, then confirm again to initiate the request with your bank.
4. A reference number is generated; seeding status can be checked afterward. If seeding fails, approach your bank directly for NPCI account mapping and e-KYC completion — Aadhaar seeding and NPCI mapping are related but separate processes.
