Eligibility Criteria

• Applicant must be a permanent resident of Assam.
• Applicant must belong to Linguistic Minorities only — NOT Religious Minorities (Muslim, Christian, Buddhist, Sikh, Jain, Parsi).
• Applicant must be 25–50 years old as on 01-01-2025.
• Applicant must currently reside in Assam.
• Household income must be below ₹3 lakh per year.
• Applicant must be able to drive the vehicle & cannot lease/rent it.
• Selling the vehicle within 3 years will lead to legal action.
• For Moped, applicants must provide an undertaking from an app-based service company.
• BPL/Income certificate required only after selection.

Who Cannot Apply (Automatic Exclusion)

If the applicant or any household member falls into these categories → not eligible.

• Current members of Panchayat Raj or Urban Local Bodies.
• Regular or retired employees of Central/State Govt, PSUs, Autonomous bodies.
• Employees of Govt-funded Cooperative Societies.
• Doctors, Engineers, Lawyers, CAs, Architects, Registered Govt Contractors.
• Income Tax payers.
• Families owning more than 15 bighas agricultural land.
• Household owning a tractor.
• Household owning a four-wheeler.
• Household owning a mechanized boat.

Note: A self-declaration must be uploaded stating the applicant does not fall under any exclusion category.

Scheme Purpose

• E-Rickshaw: For unemployed individuals to earn through transportation services.
• Moped: For app-based gig work (delivery, courier, services).
• Vehicles are provided 100% free of cost by ALMDB.
• Beneficiaries selected through a district-wise DRAW after form scrutiny.

2. Register with basic personal details.
3. Select your preferred vehicle: E-Rickshaw or Moped.
4. Fill residency, age, income & community details.
5. Upload required documents (no income certificate needed now).
6. Submit the form and download acknowledgement.
7. Wait for verification & district-wise draw results.
