🎯 About the Scheme

CM-FLIGHT has been launched by the Government of Assam to prepare qualified youths registered in Employment Exchanges for skilled work opportunities abroad. Many developed countries, including Japan, are facing workforce shortages due to ageing populations and require skilled foreign workers.

Under the scheme, selected youth from Assam will receive structured Foreign Language Training. For the first year (FY 2025-26), the focus is on Japanese language proficiency training up to JLPT N2 level, which will make candidates eligible for placement in any of the 161 skills covered under Japan’s Specified Skilled Worker (SSW2) visa program, across 16 industry sectors including Nursing Care, Construction, Automobile Repair, Food Service, Manufacturing, Agriculture, Aviation and more.

💰 Financial Assistance Under the Scheme

For Candidates — As per Original Scheme Guideline (July 2025)

Candidates were to receive ₹50,000 post-placement assistance from the Government of Assam upon producing: (a) Certificate of Eligibility, (b) Confirmed offer of appointment, (c) Visa, and (d) Confirmed Air Ticket — to support initial settlement and relocation costs in the destination country.

For Candidates — As per Updated ASDM Circular (18-12-2025, Pilot Batch)

Each selected candidate is eligible for financial assistance of up to ₹1,00,000, disbursed in two tranches of ₹50,000 each:
  • Tranche 1 (₹50,000): On producing (a) valid Foreign Language Proficiency certification (JFT-Basic / JLPT N4 or equivalent), (b) Certificate of Eligibility, and (c) confirmed offer of appointment
  • Tranche 2 (₹50,000): On producing (a) valid visa and (b) confirmed air ticket

A training support cost of ₹1,00,000 per candidate will be paid to empanelled partners in two tranches:

🏢 How Training Partners Are Selected

FY 2025-26 (Pilot Phase): Agencies that have already signed MoUs with the Government of Assam will be allocated targets to implement the scheme as ‘Foreign Language training cum Implementation Partners’.

From FY 2026-27 onward: ASDM will hire partners through a formal Quality Based Selection (QBS) process, evaluating firms on turnover, past overseas placement track record, training infrastructure (in India and abroad), certified trainers, international employer partnerships, and technical presentation — out of a total 100 marks.
