CM-FLIGHT has been launched by the Government of Assam to prepare qualified youths registered in Employment Exchanges for skilled work opportunities abroad. Many developed countries, including Japan, are facing workforce shortages due to ageing populations and require skilled foreign workers.
Under the scheme, selected youth from Assam will receive structured Foreign Language Training. For the first year (FY 2025-26), the focus is on Japanese language proficiency training up to JLPT N2 level, which will make candidates eligible for placement in any of the 161 skills covered under Japan’s Specified Skilled Worker (SSW2) visa program, across 16 industry sectors including Nursing Care, Construction, Automobile Repair, Food Service, Manufacturing, Agriculture, Aviation and more.
A training support cost of ₹1,00,000 per candidate will be paid to empanelled partners in two tranches:

As per available estimates, for a 10–12 month long Foreign Language Proficiency Training programme, candidates may need to bear the following costs:

FY 2025-26 (Pilot Phase): Agencies that have already signed MoUs with the Government of Assam will be allocated targets to implement the scheme as ‘Foreign Language training cum Implementation Partners’.
From FY 2026-27 onward: ASDM will hire partners through a formal Quality Based Selection (QBS) process, evaluating firms on turnover, past overseas placement track record, training infrastructure (in India and abroad), certified trainers, international employer partnerships, and technical presentation — out of a total 100 marks.

CM-FLIGHT (Chief Minister’s Foreign Language Initiative for Global Human Talent) is an Assam Government scheme, notified on 30-07-2025 and launched on 12-10-2025, to train youths in foreign languages, starting with Japanese, for overseas employment opportunities.
The scheme was notified by the SEED Department on 30-07-2025 and formally inaugurated by Hon’ble Chief Minister Dr. Himanta Biswa Sarma at the North East Skill Centre, Guwahati on 12-10-2025, with a pilot batch of 180 candidates.
As per the ASDM circular dated 18-12-2025, the pilot batch training is being conducted through three partner institutions: ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd.
Permanent residents of Assam aged 18-45 years, with relevant educational qualifications, basic English knowledge, medical fitness, and a valid Aadhaar Card are eligible.
The original July 2025 guideline set the benchmark at JLPT N2. The December 2025 ASDM circular for the pilot batch specifies JFT-Basic (Japan Foundation Test for Basic Japanese) or JLPT N4 or higher. Candidates should confirm the applicable level with ASDM or their training partner.
As per the December 2025 ASDM circular, selected candidates get up to ₹1,00,000 in two tranches of ₹50,000 each, tied to language certification/job offer and visa/air ticket milestones respectively. The original July 2025 guideline mentioned ₹50,000 as post-placement assistance.
As per the original scheme guideline, estimated fees range from ₹3,00,000 to ₹4,00,000 for the 10-12 month training programme, plus ₹1,00,000-₹1,80,000 for other costs like travel, medical check-up, and visa. These figures may vary for the pilot batch depending on the training partner.

No public online application portal or opening date has been officially announced yet by ASDM or SEED.
