Overview

The Directorate of Higher Education, Assam has released two important Office Memorandums under the Higher Education Department. The first covers guidelines for the Mukhya Mantrir Nijut Moina Aasoni (MMNMA), which provides monthly financial assistance to girl students studying in Higher Secondary, Undergraduate, Postgraduate, Polytechnic and Self-Financed/Professional courses. The second covers the Mukhya Mantrir Nijut Babu Aasoni (MMNBA), a new gender-balancing scheme that provides monthly financial assistance to male students from economically weaker families studying in UG 1st & 2nd year and PG 1st & 2nd year in Government and Provincialised institutions.

Both schemes aim to reduce dropouts, increase the Gross Enrolment Ratio (GER) in higher education, and support students financially through Direct Benefit Transfer (DBT).

Documents Required

How to Apply

  1. Obtain the prescribed application form from your college/institution office (for Nijut Moina or Nijut Babu Aasoni, as applicable).
  2. Fill in accurate personal, academic, Aadhaar and bank account details.
  3. Attach the Consent & Declaration Form along with your Aadhaar card and Aadhaar-seeded bank passbook copy.
  4. For Nijut Babu Aasoni, attach a valid income certificate or ration card as income proof.
  5. Submit the completed form to the Head of Institution / designated Nodal Officer at your college.
  6. The Head of Institution will verify your details and upload them to the official DHE portal.
  7. Once verified, eligible students will start receiving the monthly incentive directly in their Aadhaar-seeded bank account through DBT.
  8. Existing beneficiaries must re-submit the application every year with correct details and maintain the required attendance to continue benefits.

  • Ensure your Aadhaar is seeded to your active bank account before applying.
  • Submit correct and complete personal and academic details.
  • Maintain at least 70% attendance to remain eligible as an existing beneficiary.
  • Attend classes regularly and follow institutional rules and discipline.
  • Re-apply every academic year with updated documents.
  • Keep the acknowledgement/receipt from your institution safely.

✘ Don’ts

  • Don’t apply if you are already receiving the Dr. Banikanta Kakati scooter award (unless permitted to opt out).
  • Don’t submit the form without a valid, Aadhaar-linked bank account.
  • Don’t provide incorrect income or domicile details — verification is done at institution and department level.
  • Don’t skip classes; irregular attendance can lead to withdrawal of benefit.
  • Don’t apply for both Fee Waiver and Nijut Moina simultaneously once the AY 2027-28 rule applies.
  • Don’t expect payment during June, July or vacation months — no incentive is paid in these periods.

What is the difference between Nijut Moina and Nijut Babu Aasoni?

Nijut Moina Aasoni is for girl students across H.S., UG, PG, Polytechnic and Professional courses. Nijut Babu Aasoni is a newer scheme specifically for male students from economically weaker families (income below Rs. 4 lakh) enrolled in UG or PG 1st and 2nd years only.

Can a girl who received the Dr. Banikanta Kakati scooter also get Nijut Moina?

No, scooter recipients are not eligible for Nijut Moina Aasoni unless they formally opt out of the scooter. This restriction does not apply to PG students.

Is Nijut Babu Aasoni open to all male students?

No. It is limited to male students in UG 1st & 2nd year and PG 1st & 2nd year, studying in Government or Provincialised institutions, from families with annual income below Rs. 4 lakh, and admitted under the Fee Waiver Scheme.

How will the money be paid?

Both schemes pay the incentive monthly through Direct Benefit Transfer (DBT), credited only to an Aadhaar-seeded bank account via the Aadhaar-Based Payment System.

Will I get the incentive during summer vacation?

No. No incentive is paid during summer vacation, or during June and July, or any other month decided by the Government. Payment is for a maximum of 10 months in an academic year.

Where do I submit the application form?

The application form is not submitted online by students directly — it must be submitted to your own college/institution, which verifies the details and uploads them to the DHE portal on your behalf.
