Overview
The Directorate of Higher Education, Assam has released two important Office Memorandums under the Higher Education Department. The first covers guidelines for the Mukhya Mantrir Nijut Moina Aasoni (MMNMA), which provides monthly financial assistance to girl students studying in Higher Secondary, Undergraduate, Postgraduate, Polytechnic and Self-Financed/Professional courses. The second covers the Mukhya Mantrir Nijut Babu Aasoni (MMNBA), a new gender-balancing scheme that provides monthly financial assistance to male students from economically weaker families studying in UG 1st & 2nd year and PG 1st & 2nd year in Government and Provincialised institutions.
Both schemes aim to reduce dropouts, increase the Gross Enrolment Ratio (GER) in higher education, and support students financially through Direct Benefit Transfer (DBT).
Key Points of the Notification
- Two separate guidelines have been issued — one for girl students (Nijut Moina) and one for male students from economically weaker families (Nijut Babu).
- Nijut Moina covers H.S., UG, PG, Polytechnic, Self-Financed and Professional courses in Government and approved Venture Institutions, including Central Universities.
- Nijut Babu Aasoni is applicable only to UG 1st & 2nd year and PG 1st & 2nd year male students in Government/Provincialised institutions, admitted under the Fee Waiver Scheme with family income below Rs. 4 lakh per annum.
- Payment will be made only through DBT to an Aadhaar-seeded bank account using the Aadhaar-Based Payment System (ABPS).
- No incentive will be paid during summer vacation, June, July, or any month the Government decides to exclude.
- Students must maintain discipline and at least 70% attendance to continue as existing beneficiaries.
- From Academic Year 2027-28, HS/UG/PG girl students can avail either the Fee Waiver Scheme or Nijut Moina Aasoni — not both.

Eligibility: Nijut Moina Aasoni (Girls)
- Open to all eligible girl students domiciled in Assam, irrespective of economic status.
- Enrolled in H.S., UG (B.A./B.Sc./B.Com./ITEP), PG (M.A./M.Sc./M.Com./B.Ed.), Self-Financed, Professional or Polytechnic courses in Government or approved Venture Institutions, including Central Universities.
- Private educational institutions are excluded from the scheme.
- Married girls are not eligible, except those enrolled in P.G. and B.Ed. programmes.
- In-service girls admitted to B.Ed. on deputation are not eligible.
- Daughters of Ministers, MPs and MLAs cannot avail this scheme.
- PG students availing the CM’s Jibon Prerana Scheme are not eligible.
- Girls who received a scooter under the Dr. Banikanta Kakati Merit Award (Pragyan Bharati Scheme) are not eligible, unless they opt out of the scooter (not applicable to PG students).
- From AY 2027-28, H.S./UG/PG girl students can avail only the Fee Waiver Scheme or Nijut Moina Aasoni, not both.
Eligibility: Nijut Babu Aasoni (Boys)
- Applicable only to male students domiciled in Assam, enrolled as regular students in UG 1st & 2nd year or PG 1st & 2nd year.
- Must be studying in a Government or Provincialised Higher Educational Institution of Assam.
- Family annual income must be below Rs. 4 lakh, and the student must be admitted under the Fee Waiver Scheme of the Government of Assam.
- Married UG male students are not eligible for the scheme.
- UG male students who have opted for the Dr. Banikanta Kakati Merit Award (Scooter) are not eligible.
- PG students availing the CM’s Jibon Prerana Scheme are not eligible.
- A valid income certificate from the competent authority, or ration card of parents, is required for verification and upload.

How to Apply
- Obtain the prescribed application form from your college/institution office (for Nijut Moina or Nijut Babu Aasoni, as applicable).
- Fill in accurate personal, academic, Aadhaar and bank account details.
- Attach the Consent & Declaration Form along with your Aadhaar card and Aadhaar-seeded bank passbook copy.
- For Nijut Babu Aasoni, attach a valid income certificate or ration card as income proof.
- Submit the completed form to the Head of Institution / designated Nodal Officer at your college.
- The Head of Institution will verify your details and upload them to the official DHE portal.
- Once verified, eligible students will start receiving the monthly incentive directly in their Aadhaar-seeded bank account through DBT.
- Existing beneficiaries must re-submit the application every year with correct details and maintain the required attendance to continue benefits.

- Don’t apply if you are already receiving the Dr. Banikanta Kakati scooter award (unless permitted to opt out).
- Don’t submit the form without a valid, Aadhaar-linked bank account.
- Don’t provide incorrect income or domicile details — verification is done at institution and department level.
- Don’t skip classes; irregular attendance can lead to withdrawal of benefit.
- Don’t apply for both Fee Waiver and Nijut Moina simultaneously once the AY 2027-28 rule applies.
- Don’t expect payment during June, July or vacation months — no incentive is paid in these periods.

What is the difference between Nijut Moina and Nijut Babu Aasoni?
Nijut Moina Aasoni is for girl students across H.S., UG, PG, Polytechnic and Professional courses. Nijut Babu Aasoni is a newer scheme specifically for male students from economically weaker families (income below Rs. 4 lakh) enrolled in UG or PG 1st and 2nd years only.
Can a girl who received the Dr. Banikanta Kakati scooter also get Nijut Moina?
No, scooter recipients are not eligible for Nijut Moina Aasoni unless they formally opt out of the scooter. This restriction does not apply to PG students.
Is Nijut Babu Aasoni open to all male students?
No. It is limited to male students in UG 1st & 2nd year and PG 1st & 2nd year, studying in Government or Provincialised institutions, from families with annual income below Rs. 4 lakh, and admitted under the Fee Waiver Scheme.
How will the money be paid?
